The blinking of a strobe light is the rapid switching on and off off the bulb or more commonly these days LED. You can do this with quite a small timer, a transistor and a bright LED. If you could operate a switch rapidly enough, you could do it with a torch simply by switching it on and off. The big square thing in the middle is a 555 timer chip, it's very common and it's one of the best timers around as well as being very cheap. Here, it's working in what's known as an astable mode, which means that it switches the two LEDs on and off rapidly. The time that that the LEDs are on is known as the mark, and off is known as the space, and this is determined by two resistors and a capacitor. In this design a third and variable resistor is added to increase or decrease the mark time. If we assume the variable is at its lowest setting then we can calculate the mark as 0.7 X (R1+R2) X C1 or( 0.7 (28000)) 1/1000 or 0.02 seconds, if the variable is at it's highest 0.5 seconds. The space is 0.7 X 27,000 X 1/1000 or roughly 0.02 seconds. This is achieved because capacitor C1 charges and discharges at a rate controlled by the resistors. It charges through R1, R4 and R2 but discharges through R2 only. R3 is there just to protect the LEDs from overcurrent. It discharges directly into pin 2 and 6, and through the 27k resistor into pin 7. Pin 7 is the discharge and if the resistor were not there the capacitor would discharge immediately and the circuit would not work; there'd be no power to pins 2 and 6. respectively these pins are the trigger, and when the trigger is less than 1/3rd Vs (the supply voltage) the output goes high (i.e there is a voltage at pin 3) when more, the output goes low (i.e no voltage). Pin 6 is the threshold, which monitors the timing of the capacitor discharge and sets the output low again (providing the trigger is more than 1/3rd VS). The chip itself needs power of course and this is provided between pins 1 and 8 (9V, GND is another way of saying negative terminal). Looking at the way the LEDs are pointing they are sinking rather than sourcing current (i.e the conventional current flows in to the chip rather than out). I don't know why as you can do it the other way round too. Perhaps the designers found the LEDs shone brighter this way. On the left hand side you can see a switch, and this is simply for switching the device on and off. The 555 based strobe is extremely common. This one is just a small one, for switching bigger ones you'd replace the LEDs with a relay or power transistor.
